Kitsap PUD Proposition 1 would authorize the PUD to take over PSE’s electric system and become the county’s only electric provider. An independent financial analysis estimates the cost to acquire PSE’s existing electrical infrastructure--poles, wires and substations-- would start at $1.2 to $1.5 billion. Importantly, that estimate reflects only the purchase of the system and does not include the full cost of starting, operating, maintaining and modernizing an electric utility. The resulting debt would ultimately fall on taxpayers and customers through higher rates, service fees, property taxes, or some combination of all three. That means taking on a significant new financial burden to pay for a system that already exists while Kitsap County faces many other important priorities.
